Name:
Rosalie Woodruff
Party of grouping: Tasmanian Greens

Note: For full details of our announced policies for the State Election, visit
our policy page. Our policies specific to the LGBTIQA+ community are
grouped under our LGBTIQA+ policy section.

Do you want to see an end to conversion practices in Tasmania?
Yes. The Greens will always work to support our LGBTIQA+
community. We strongly support banning conversion practices in
Tasmania and will fight for the introduction of a real ban on
conversion practices.

Will you enact or vote for a prohibition on conversion practices based on
the recommendations of the Tasmanian Law Reform Institute?

Yes, our position on banning conversion practices is informed by
the recommendations of the TLRI and will be consistent with those
recommendations.

Do you believe this should be high priority?
Yes.

Will you enact or vote for a prohibition on medically-unnecessary
interventions on children with innate variations of sex characteristics
based on the recommendations of the TLRI?

Yes. The Greens will fight to prohibit medically unnecessary
interventions on children with innate variations in sex
characteristics. We strongly believe this should be based on the
recommendations of the TLRI.

Do you believe this should be high priority?
Yes.

Will you support the provision of redress for those who have undergone
damaging, medically-unnecessary and non-consensual medical
interventions?

Yes, the Greens support the provision of redress for those who
have already undergone damaging, medically unnecessary and
non-consensual medical interventions.

Will you enact or vote for reform of the Sentencing Act that allows for
aggravated sentencing when a crime is motivated by hatred on the basis
of a range of attributes including sexual orientation, gender identity and
variations of sex characteristics?

Yes. We have committed to introducing targeted hate-crime
legislation that expands the scope of aggravated sentencing to
other attributes, including sexual orientation, gender identity and
variations of sex characteristics.

Will you support more resources to enable police to be trained to identify,
collect data on, and prosecute crime motivated by hate?

Yes.

Will you support changes to section 192 of the Criminal Code to ensure
victims of those crimes can be sure police are empowered to gather
evidence and bring charges without having to seek prior consent of the
DPP?

Yes. The Greens have become aware of the limitations of the
existing provisions in the Criminal Code in relation to stalking and
are committed to revising this to make it easier to gather evidence
and bring charges and to remove the requirement of seeking DPP
approval to proceed with charges.

Will you enact or vote for the review’s recommendations to be
implemented?

Yes. The Greens firmly believe that these records should be
expunged and the full recommendations of the review be
implemented. We also hold the view that there should not be a
need for a second application for redress in addition to an
application for expungement.

If you indicated support for the recommendations, does this include inprinciple support for financial redress for survivors, of an amount to be
determined by a parliamentary inquiry?

Yes.

Do you support an LGBTIQA+ Inclusion Act similar to the proposed
Disability Inclusion Bill?

Yes. The introduction of an LGBTIQA+ Inclusion Act similar to the
proposed Disability Inclusion Bill forms part of our overall
LGBTIQA+ policies and we will work towards this being
implemented.

If unsure, do you support an inquiry into the need for an LGBTIQA+
Inclusion Act?

The Greens are committed to the introduction of an LGBTIQA+
Inclusion Act and do not believe an inquiry is necessary. However,
if it is required to bring other parties over the line to supporting an
LGBTIQA+ Inclusion Act, we will support and participate in an
inquiry.

Will you enact or vote for a Tasmanian Human Rights Act in line with the
recommendations of the TLRI?

Yes. Introduction of a Himan Rights Act for Tasmania has long been
a core Greens policy and we remain committed to introducing or
supporting a Human Rights Act in the terms of the
recommendations of the TLRI.

Will you vote against any attempt to remove existing protections for
students, staff and clients of faith-based schools and services?

Yes. The Greens oppose removing any of the existing protections
for students, staff and clients of faith-based schools and services.

Will you vote against any attempt to weaken or otherwise amend section
17 of the Anti-Discrimination Act, including any attempt to allow
intimidation and humiliation etc in the name of religion?

Yes. The Greens are opposed to weakening or diluting our AntiDiscrimination Act.

Will you vote against any attempt to weaken or otherwise amend
Tasmania’s gender identity recognition laws?

Yes. The Greens oppose weakening our gender identity recognition
laws.

Will you respect parental choice and freedom, and oppose censorship, by
allowing schools and libraries to include age-appropriate LGBTIQA+ books
in their collections?

Yes. Awareness and understanding of the LGBTIQA+ community
starts with allowing families and children to access age-appropriate
books and materials on LGBTIQA+ themes and we oppose any
attempts to censor this.

Will you respect parental choice and freedom, and oppose censorship, by
not speaking out against age-appropriate drag story time?

Yes. The Greens understand the value of raising awareness and
understanding of the LGBTIQA+ community by our young people
and the importance of events like drag story time in promoting
inclusion and understanding. We are opposed to efforts to shut
down or censor age-appropriate drag story time.

Do you give in-principle support to the development and implementation
of an Action Plan and Framework with appropriate funding based on the
Telling Us the Story report?

Yes.

Do you support a dedicated Tasmanian LGBTIQA+ mental health service?
Yes. The creation of a dedicated Tasmanian LGBTIQA+ mental
health service forms part of our LGBTIQA+ policy platform.

Do you commit to maintaining funding that will enable statewide service
delivery by Working It Out?

Yes. Working It Out does invaluable work across Tasmania, and
continued funding for this work is crucial.

Working It Out and Equality Tasmania have received funding for one year
to advise the State Government on policy development.
Do you support a continuation of this funding?

Yes. Organisations carrying out valuable work in the community
deserve certainty in their funding.

The State Government has an LGBTIQA+ community fund from which it
disburses funds for important community projects.
Do you support this fund?

Yes.

Will you support LGBTIQA+ people being a priority group in Tasmania’s
housing and substance-harm strategies?

Yes. The Greens recognise that the LGBTIQA+ community
experiences disproportionate harm from substance use and
housing pressures. Recognition of LGBTIQA+ people as a priority
group in these strategies is essential to address these harms.

Do you support increased funding for the Sexual Health Service to meet
demand and reduce wait times, as well as ongoing professional
development for healthcare providers working with the trans and gender
diverse community?

Yes.

Will you oppose an inquiry into health care for young trans and gender
diverse people?

Yes. The Greens support the current, evidence-based model of
care for young trans and gender diverse people and do not support
an inquiry into these services.

Do you support a dedicated, multidisciplinary, LGBTIQA+ healthcare
centre?

If not, do you support a needs analysis to determine if such a service is
required?

Yes. The Greens have committed to delivering a dedicated
LGBTIQA+ community healthcare centre, a dedicated LGBTIQA+
mental health service and LGBTIQA+ community legal service.

Do you support a dedicated LGBTIQA+ legal service?
If not, do you support a needs analysis to determine if such a service is
required?

Yes. Greens policy for this election is to deliver a dedicated
LGBTIQA+ community legal service, alongside our dedicated
LGBTIQA+ community healthcare centre and mental health
service.

Do you support funding to ensure all school staff, health staff, police and
emergency services staff, prison staff and Service Tasmania staff have
professional development in the issues facing LGBTIQA+ Tasmanians?

Yes. The Tasmanian Greens policies include a commitment to
introduce training for all education staff, health care providers,
corrections, Service Tasmania, and police and emergency workers
in LGBTIQA+ inclusion.

Do you support the continuation of the existing government / LGBTIQA+
reference groups in the departments of education, health, police and
emergency services, justice and across the whole of government (some of
which have been in place for a quarter of a century)?

Yes. These groups have provided invaluable advice, and it is
important to maintain those structures that are working while
looking for further opportunities to deepen consultation with the
community.

Do you support the appointment of an equality minister in the State
Government?

Yes.

Do you support the appointment of an LGBTIQA+ Commissioner (see
LGBTIQA+ Inclusion Act above)?

Yes. Our election commitments include implementing an
LGBTIQA+ Inclusion Act, including an LGBTIQA+ Inclusion
Commissioner.

Do you support the establishment of a Parliamentary LGBTIQA+
Friendship Group?

Yes. The Greens enthusiastically support the creation of a
Parliamentary LGBTIQA+ Friendship Group.

Do you support a Tasmanian LGBTIQA+ Staff Pride Network across the
public sector (there are already agency specific networks in Police and
Emergency Services, State Growth and Health?

Yes. Staff Pride networks promote inclusion, acceptance and
understanding and are invaluable in breaking down barriers within
the workplace for LGBTIQA+ workers. We strongly support the
creation of a public sector-wide network to promote inclusion and
diversity within the public service.
